I’m assuming the 12” is 12” long (not wide). What is the width? What are the measurements of the 18” artwork? If I get the clear coat will the artwork be the blue/green color shown on the first picture?

That is correct, the size you are selecting is the height.
12" tall 8.25" wide
18" tall 12.5" wide
23" tall 15.75" wide
30" tall 20.5" wide
Yes, the clear coat is very unique and every piece is different, with blues and grays.
